Is under 0.5% really non-alcoholic?

Under US labeling rules, yes. It is also the same trace range found in ripe bananas, fruit juice and fresh bread, which is a useful comparison for anyone weighing it up.

Why do so many bottles sit just below the threshold?

Because that is where the flavour is. Stopping just under 0.5% keeps the aromatics and the body a producer worked to build, which is why so much of the best dealcoholized wine and beer is found at this level.

Should I avoid this shelf if I am in recovery?
