What is in a never-alcoholized spirit?

Botanicals steeped or distilled into a base, in much the way a gin is built — juniper, citrus peel, root spices and so on — but without a spirit to carry them. Some use fermentation for flavour without producing alcohol; the ingredients are listed on the bottle.

Are these built to taste like the drink they stand in for?

Some are, and some are their own thing. A never-alcoholized gin usually works from the same botanicals a gin would, so it slots straight into a familiar drink. Others are built from scratch around what the botanicals can do, and those are the ones that reward being met on their own terms.

How should I use one in a drink?

Build the drink as you would with a spirit — these are made to be mixed, and most reward a proper measure rather than a splash. Citrus, a good tonic or soda, and ice enough to keep it cold will show what the botanicals are doing.
